New agreement gives more work opportunities for international students
Foreign students may be able to work off campus as soon as this summer
Edmonton... For the first time, eligible international students studying at Alberta's public post-secondary institutions will be able to work off campus. Under a new federal-provincial agreement, the Off-Campus Work Permit Program for International Students makes it easier for non-Canadian students to apply for work permits and allows international students to work off campus while they complete their studies.
"International students make important economic, social and cultural contributions to Alberta," said Denis Herard, Minister of Advanced Education. "This new program provides international students with more opportunities to experience the Alberta labour market which may well increase the likelihood they'll choose to stay in our province long-term. It's a win-win situation both for the province and for the students."
If approved under this program, students will be entitled to work up to 20 hours per week during the regular academic year, while they are registered as full-time students; and, full-time during scheduled breaks, reading week or holidays.
"This program will help address the labour shortages that we are experiencing and gives international students a further opportunity to see what a great place Alberta is to live and work," said Mike Cardinal, Minister of Human Resources and Employment. "Of course our first priority is to work to increase the skills and knowledge of Albertans in building a sustainable labour force now and in the future."
To be eligible to apply, students must be enrolled in post-secondary programs that provide a degree, diploma, or recognized certificate upon completion. Eligible students must also have a valid study permit. International students in English or French as a second language courses or general interest courses, or who are visiting or exchange students, are not eligible to apply for a work permit under this program.
The agreement advances Alberta's policy on immigration. The immigration policy, announced last fall, will attract and retain immigrants to help with skill shortages and help them integrate in Alberta's social, economic and cultural life.
Under the Post-Graduation Work Program, implemented in May 2005, recent graduates can work in Canada for up to two years in their field of study. The goal of the program is to encourage recent graduates to remain in Canada to address the shortage of skilled workers and increase Canada's global competitiveness.

International students in Alberta and Alberta's policy on immigration
International students
More than 10,900 international students studied in Alberta in 2004, with more than 6,000 international students accessing Alberta's post-secondary system. That is about 7 per cent of the international students studying in Canada.
It is estimated about 1,800 international students are studying in Alberta and will participate in this program.
Twenty-one public post-secondary institutions in Alberta are eligible to participate in the program.
International students spent an estimated $120 -$180 million on tuition and living expenses in the province (based on annual international student spending estimates established by the Conference Board of Canada).
The top 10 source countries for international students studying in Alberta are: China, Republic of Korea, United States, Japan, Hong Kong SAR, Taiwan, United Kingdom, Mexico, India, and Iran.

Participating post secondary institutions across Alberta are working now to support this program for full implementation by June 1, 2006.
